Share auto issues in chennai..

Today most of the working professionals in chennai depend on share auto.

share auto drivers charge passengers as per their wish. some times Rs.5 as minimum charge.sometimes Rs.7 as minimum charge even Rs 10 sometimes. In rainy days/ Peak hours ,they charge 2 to 3 times higher than usual charge.I don't know why there is uneven fare for the same distance.

I think there is no any governing body for shareauto drivers.so share auto drivers fix themselves auto fare. we need a governing body to regulate shareauto fares in chennai.

My question are

Who is the authority for assigning rates for them, is there is any fixed price available? atlesat a minimum amount for this much kilometer?

Why They fix variable rates for variable time?, Not Mere day/ Night, It varies with peak Hours?

Does their any governing body for this?

Do they have any Permit regarding route?
